Nearly 2½ years after a plan for a luxury multifamily community in southeast Fort Collins finally emerged from a years-long marathon debate over traffic, designs and street connections to win unanimous approval from the Planning and Zoning Commission, the Union Park development has gotten a boost from a $115.5 million construction loan.
