Developer Alliance Residential Co. has submitted plans for a new apartment community — dubbed Prose — in Westminster’s Uplands neighborhood.Plans call for “276 market-rate, multi-family residential units in 10 three-story buildings, a single-story clubhouse, and site amenities” to be built on 8.5 acres located at the southeast corner of Federal Boulevard and West 88th Avenue, city planning documents show.
