A new apartment building with 22 units is being planned for a portion of the parking lot in front of the Cottonwood Apartments complex in Boulder. Rubicon Development LLC submitted plans to the city this summer that call for the construction of a new, three-story building, tentatively called Abode, adjacent to the existing L-shaped building at 2717 Glenwood Drive.
